Boris's own speak out against the congestion charge.

As London's mayor Boris Johnson announces a £2 increase in the congestion charge, a conservative at City Hall lashes out about it's effectiveness.

Mr Johnson's budget today included an increase in the congestion charge. Councillor Chris Taylor spoke exclusively to LCC news today from City Hall, saying the congestion charge does not achieve its goals.

Also in the budget was a cut in spending money available to the Met Police, education and transport.

Changes will come into effect from April 2010.

London's Congestion Charge started in 2003

Its aim was to reduce traffic within  central London

Following the charge, no changes were reported in communter numbers on overland trains

 Tubes reported a 1% increase in commuters

Buses stabilised at 116 000 commuters, up from 90 000

TFl's main revenue comes from fines incurred as a result of the charge
