Council Tax rise

Council tax in due to rise by the lowest percentage since it was introduced in 1993.
The Chartered Institute for Public Finance and Accountancy says the average Band D bill in England will rise by one point eight percent.
Ian Carruthers from the Institute says efficiencies can be found, but cuts in some services is likely.
